Marshall Lee Payne

Marshall Lee Payne, 77, of Highlands Ranch, Colorado passed away January 30, 2013 at Assured Assisted Living in Parker, Colorado. He was a family man, environmental engineer, fisherman and traveler. Marshall was born August 31, 1935 to the late Marshall Thomas Payne and Veola Collins Payne in Owensboro , Kentucky. A graduate of Owensboro Technical High, he was a member of the Reserve Officer Training Corps. After high school, he joined the United States Army, serving in the continental United States and Korea. After his Army service, he earned a Bachelor of Science Degree from Kentucky Wesleyan College, and a Bachelor of Science Degree in Civil Engineering with an emphasis in Environmental Sanitation from the University of Kentucky. After graduation, he was employed by the Federal Water Quality Protection Agency which later became the Environmental Protection Agency. He and his family moved from Owensboro to Lexington, Kentucky; Evansville, Indiana; Cincinnati, Ohio; and Denver, Colorado. He worked with the EPA for 30 years, retiring in 1994. He is survived by Priscilla Panagos Payne, his loving wife of 54 years; his daughters, Tracy Payne Bills of Centennial, Colorado; Sharon Payne Pyle and her husband Dr. Kevin Pyle of Las Cruces, New Mexico; sons Marshall Alexander Payne of Louisville, Colorado and Michael Andrew Payne and his wife Kristy, of Parker, Colorado; his grandchildren, Trevor Pyle, Aubrie Pyle Fletcher and her husband Ben, Shaylee Pyle, Sarah Bills, Madison Bills, Lauren Payne, Cassidy Dilley, Travis Payne, Corbin Payne and great grandson, Luke Pyle, all of Colorado; his brother-in-law, George L. Panagos and his wife, Caroline Robertson Panagos of Santa Fe, New Mexico; sister-in-law, Janie Panagos Hancock of Murfreesboro, Tennessee; nieces , nephews, cousins and friends. He was preceded in death by his sister, Martha Jane Payne. A Memorial Service will be held Sunday, February 3, 2013 at 1:00 PM at the Columbine United Church, 6375 S. Platte Canyon Drive, Littleton, Colorado, officiated by Dr. Steve Poos-Benson. Reception will follow immediately after the service. Visitation will be held on February 9, 2013 from 2:00 to 3:00 PM at Wesleyan Heights United Methodist Church, 1215 Scherm Road, Owensboro, Kentucky. The funeral service, officiated by the Reverend David Blair, will be at 3:00 PM. Burial will be at Rose Hill Cemetery. Reception immediately following at Wesleyan Heights United Methodist Church.
