Born to Steve and Anna Petroff, Toddy grew up with her best friend and sister Annie whom she loved dearly.
The family moved to Superior, WY and lived there for 8 years.
While receiving a bachelor’s degree at the University of Wyoming, she met her husband and love of her life, Charles William Stephens Jr.
